Not quite yet, according to this Chartastrologist:

NDX: "It has been my contention that the drop from the 4816 peak on March 24 has been Wave IV of Primary Five (since 1064 in OCT98). I now submit that the low on May 24 marked the maximum extent for Wave IV, and we will not see a Weekly Close below even 3100 before a new ATH is first attained."
