Did you see "Good Morning, Vietnam"?

Robin Williams made an observation about one of his antagonists toward the end of the movie that made the General laugh, to the effect that the jerk "needed" something desperately to lighten up. It is a figure of speech; he was not suggesting that the guy be raped.

This here is no different.
