3G is called CDMA2000 or WCDMA they are patching their existing GSM network whille they plan the rollout of 3G. The upgrade path for GSM arround the world is through CDMA so no matter how much fud is arround Qcom still gets paid.

P.S. there are better articles explaining the facts then the one you quoted.
