I believe that if/when China becomes a member of the WTO this is exactly the kind of issue that is taken up through that organization. Having China admitted to WTO is a major benefit to US corporations looking to protect their intellectual property since systematic violations of patents, etc., would be something that the Chinese government would have to act on in order to maintain their WTO status.
