KB, you believe correctly, now that you mention it. The episode I was referring to was, indeed, directed at the upstream caps, and not the downstream. Although, one has to wonder how robust the cable and dsl systems are when a downstream tsunami from a music or sporting event, say, were to befall the network during peak hours when the surf's-up. Have there been any notable events lately that could have served as a test of what I'm referring to?
