94% system resources sounds very good. I used to get 90% sys res. on soft or hard boot up then tweeked it to 95% then to 98% which lasted for all of four months-have dropped back to 95% now. I was always scepitical about win 98 only using 2% of system resources to run. I think it changed from 98 to 95 % because I have to many shortcuts on desktop and task bar (42). If you cut down on shortcuts S. R. may improve.
You seem to have a lot of programs/files running at startup.
My System Config utility shows these programs openng at startup:

ScanRegistry
System Tray (desktop)
LoadPowerProfiler
Ensoniqmixer (audio mixer)
Pointer (mouse enhancement driver)

But my programs running after bootup as showen in the close program box (control+ alt+delete) are:
Explorer
systemTray
Starter.

I have concluded that these three programs are all that are necessary for bootup, at least for my cpu (p300)
to reach best resource ussage.

I had a 3COM modem trouble shooting software installed that always started at reboot and I could never disable, even in the Sysconfig utility so I just uninstalled it. Some of the extra programs in your startup may be this type. Hard to get rid of.

One of the problems with running antivirus software on the same cpu that is receiving realtime streaming satlite data is the huge amount of data that is comming in while the AV program is trying to scan this data, causes more cpu usage and more prone to crashing. I used to have Macafee AV but uninstalled it after many crashes- did not run well with WOW software and DTN satlite feed- no problems after that.
