My theory is that Inprise has has such a bad reputation for execution than they are attracting only the bottom of the barrel or people without any leadership skills looking to earn-while-u-learn at the current shareholders' expense.

The cores of the current technologies were developed before the last couple of years. I agree, it is tough to imagine the best and brightest signing up at INPR, when (1) there are so many other promising alternatives and (2) Borland optionholders have suffered like they have. Unless the company can show some signs of life soon, the current technology base will erode and age while other companies leap ahead. Then it will be over.
