Newsflash ! Corporations, ARE people either the people who manage them, or the shareholders who own them...
...As bureaucrats, I doubt such changes make much difference to them...
I hate to be so picky about this, but, just as corporations are composed of people, bureaucrats are people, too. When Congress passes time-sensitive changes, and particularly conflicting changes, bureaucrats have to figure out how to make sense of them, update the regs, update the computer systems, update the forms, and then take the abuse from the public when, despite their best efforts, the results are complicated, burdensome, and sometimes just plain silly. They have to endure the embarrassment of not being able to explain the system themselves. And, in the process of doing all that, on a deadline, they likely have to sacrifice quality time with the family, vacations, their digestive systems, etc. The institution, the IRS, may be indifferent to our mess of a tax system, but that doesn't mean the people in it are. Bureaucrats like pride of accomplishment, just like everyone else.
