Canadian firms team up to plan Arctic pipeline

CALGARY, June 2 (Reuters) - TransCanada PipeLines Ltd.
(Toronto:TRP.TO - news) and Westcoast Energy Inc. (Toronto:W.TO -
news) have begun developing plans for a multibillion-dollar pipeline to
allow vast gas reserves in the far north of Canada and the United States
to be unlocked, officials said on Friday.

TransCanada and Westcoast, the country's biggest pipeline firms,
formed the alliance to take advantage of strong natural gas prices and
rejuvenated interest in developing gas resources in the Mackenzie Delta
region of the Northwest Territories and at Prudhoe Bay in northern
Alaska.

``We've gone beyond the discussion stage,'' Glenn Herchak,
spokesman with Calgary-based TransCanada, said. ``We are working
now with Westcoast for opportunities for northern gas development
from both Alaska and the Beaufort Sea.''

The two are studying various options for a pipeline, either building one
directly themselves or through their co-owned entity Foothills Pipe Lines
Ltd., which has a more than 20-year-old approval from Canadian and
U.S. regulators to build a line.

``Foothills is the most advanced option right now for a line down from
the north. But we want to explore other options as well,'' Herchak said.

He said the companies have been holding discussions with major oil
companies looking to develop northern reserves, as well as with local
governments and aboriginal groups, all of which hold stakes in any
development.

Early this year, Imperial Oil Ltd. (Toronto:IMO.TO - news), Shell Canada
Ltd. (Toronto:SHC.TO - news), Gulf Canada Resources Ltd.
(Toronto:GOU.TO - news) and Exxon Mobil Corp. (NYSE:XOM - news)
created a study group to weigh options for developing their vast
northern gas reserves to feed growing demand, especially in U.S.
markets.

Several other producers have announced exploration plans, creating a
land rush in the region.

Fears of supply shortages have already caused natural gas prices to
surge throughout North America.

Led by Imperial, the study group is examining financial, regulatory and
social issues facing any development, but it may be next year before
any pipeline project takes the lead.

Foothills first proposed the Alaska Natural Gas Transmission System
(ANGTS) in 1976 and another project to feed the line with Mackenzie
Delta gas in 1988.

The ANGTS won approvals from Canadian and U.S. authorities in the
late 1970s, but, amid disputes with native communities and low gas
prices, only the ``prebuild'' sections in southern Alberta and
Saskatchewan were constructed in the early 1980s.

That system would extend about 7,725 kilometres (4,800 miles),
moving 2.3 billion cubic feet a day of Alaskan gas and possibly 1.2
billion cubic feet a day of Mackenzie Valley gas.

Gulf Canada spokesman David Carey said it was likely the market could
absorb all the gas from both sides of the border because of rising
demand to fuel power plants in the United States, plus expectations of
growing needs in Alberta's fast-expanding oil sands production
business.
