What's going on here is simple enforcement of existing antitrust law which prohibits predatory business practices (including tieing of products to gain access to other markets) in the PC Operating Systems market.

Who exactly was harmed by having IE bundled with the OS? IE which by the way, was rated the number one browser by many PC mags. How exactly has the consumer been hurt? Please cite specifics, because the data I see all show the price of PC's falling over time. Additionally, in the areas MSFT entered to compete, prices dropped nearly twice as fast over an eight year period than those in which they did not. Please leave the rhetoric to the clowns at the DOJ; I would like specifics as to exactly how I have been harmed by choosing MSFT products.
