Why is the latency lower for on-chip cache vs off-chip cache at equal clock speeds?

It takes longer to retrieve data from an off-chip device, than it does from an on-chip device. This is because it takes a large number of clocks to synchronize the bus, send the request on an external bus, and retrieve the data back.
