IMO the exchange have got a hot potato on their hands here. But I guess they are protected legally every which way? If the public knew the report was in house - and if the tolerances are understandable - I'm not sure - especially as the stock speculation was not on Cow but on the new zone.
Surely you can apply for an environmental permit - even if the assumptions are questionable - now if the ore was contaminated with arsenic I could understand that being an issue.
