As I am sure you know, you pose a question with no easy answer and I certainly don't have an answer other than to say that through God all things are possible.
I like to think of God in the way that the great writer/theologian C.S. Lewis described him. Picture all events that have happened and all that ever will happen as a great tapestry hanging before God with the events depicted thereon all taking place simultaneously. God has the ability to move from event to event, whether we humans consider them to be past, present, and future, unhindered by the constraints of time. What's more, He can interact with individuals or nations at any point along the tapestry. Thus, God is the only One who truly sees the "big picture." Therefore, under the C.S. Lewis view there is no past, present or future with God, only the NOW. Thinking in terms of past, present and future is a trait of the human condition not of the Creator Himself. To apply this to your question, God would not be looking into the future and hearing prayers that have not yet been spoken. Rather, He would be looking at His "Now" and reacting in what is, in reality, real time.
