The best defense is to make an attempt to know where the weapons are and who owns them. This will not stop all gun thefts, just as car license plates and VIN numbers don't stop all car thefts. Most guns used by criminals are not stolen, they are purchased. I don't look for a perfect world, but anarchy is worse.
