Yup, the same way that firms' disciplinary records can be seen via CRD. Just as I'd like to see that some firm I'm about to do business with hasn't swindled people, changed its' name 10 times over the last two years, or been banned from the industry pursuant to payment of fines, I'd like to be able to see how frequently, and for how long, the online firms have outages.

Sounds good to me. And what motivation it would serve for all such firms to work on redundancy, new architecture, fault tolerance, etc., far beyond what they have.
