The "toxic waste" in question here is coke. SOLV will not be producing any of that because it's not currently upgrading its bitumen (and doesn't seem to be planning to do so any time soon). The bitumen has to be upgraded before it can be used as a crude oil feedstock, so SOLV is just passing this particular problem on to someone else.

If SOLV's process works as planned, however, it will reduce/eliminate other types of wastes. Whether or not that is possible (at reasonable cost) has yet to be determined.
