Would you not agree that the financial sector has been in a bear market? Perhaps from April 99 to the present day? This chart shows it well

Where XLF is still below its April99 level and the decline was over 20%. It even had a failed rally in Nov. 99!

How does Citigroup nearly doubling in that same period fit the model you postulate?
