Maybe, but NOK already has handset license and it's not a big deal to get 1x, 3G license if necessary. I frankly don't think NOK needs a new license for 3G for its handsets. There may be need to renegotiate terms if NOK finally decides to buy ASIC's, if it was not dealt with in the earlier license agreement, since there is a royalty advantage when the handset co. buys its chips from Qcom.
