Kevin - I disagree, respectfully. Although information released as a PR may have the ability to move a stock, it is a purely emotional consideration when it concerns news that is not fundamental to the company.

Again - my example of the shorts knowing well in advance of Herb's articles that they would be published. That the stock moved in relation to Herb's articles is more material than the announcement of a PR firm. But I don't see the short-sellers crying "foul" because they had foreknowledge of the articles... heck, some of them helped Herb to write the things.

That the announcement of a PR firm was shared before the PR of the PR firm is, again, immaterial in the fundamental sense of the term. If you choose to trade against the news of a PR firm being hired, or if you choose to trade against a leak that Mike Morrell sneezed in his office... that is your choice, but it is hardly 'insider info' that can be traded against with certainty.

You would have a defensible argument if CYBR "leaked" news of a contract before a PR of that deal was released, but this silliness about a PR firm - that dog don't hunt.
