Someone told her it would cost around $20,000.00 to do work needed. Does that sound reasonable?

No that doesn't sound reasonable. I don't know how bad the body is but 20 grand is nuts. Like bullrider suggested, a couple of grand should cover decent body work and a good paint job.

For 5 grand, she should be able to get a bondo free sheet metal restoration with a top notch paint job.

20 grand should cover a complete frame off restoration, exterior and interior with enough left over to send the 327 to the speed shop. And the '66 caprice is not rare enough to justify that kind of expense.
