That is exactly the reason for the number of people in jail. We are letting people out simply as a matter of space limitations, which is letting them off the hook without holding them accountable. Petty crimes that once held enough of a risk to discourage the fence setters no longer do. Petty criminals know this better than anybody and so do not take incarceration very serious. Petty crimes are a gateway to more serious behavior, and so it goes that we have more criminals and more serious criminals.
