Reason they didn't do it? Because they weren't set up to sell at the CIO and CTO level. And they are finding it takes a lot longer to make a decision to deploy 5,000 plus seats. They hired a new leader for enterprise sales ...

That is exactly the situation Remedy Corp experienced a couple years ago. As customer decisions were made at the highest levels they didn't have the sales force to handle it. That's what made me suspect it is likely the case with Citrix. In time, the sales force was improved and sales eventually took off.
