<<What's your preferred solution?>> I don't think the ultimate solution lies in our hands at all. The focus should be on principle. Principle (and common sense) should lead us to judging whether or not the perpetrator knowingly and with malice committed a harmful act. Taking into account the circumstances, our system should tell us if this person has a rightful and honorable reason to reenter our culture. The perp made the decisions that eliminated their right to claim a spot among us. I feel no responsibility to make it ok for him to reenter. Many obviously are unchanged or even worsened by the penal system. Yet, reenter they do and because the system is bankrupt they hit a revolving door.

I don't believe in victimless crime. If it is a crime, harm is being done. Denial and justification for small time dirty deeds is the biggest cause of the mess we are in. The problem is there are a great many people who believe as you do that small time mischief is their own business. Tell that to the child of your favorite crack whore and the HIV infected ex-wives and children of his/her clients.
