"Also consider that if prices remain high other fuels are
substituted for oil."

What other fuels? I can't burn wood in my car, and Hydrogen fuel cells are years away from being commercially viable. Electricity? Electric utilities are converting coal fired plants to natural gas as fast as they can and much of the power in the north east is generated with oil. The EPA makes it virtually impossible to build a coal plant these days. Generation and transmission facilities are all near capacity, with no plans for base load generation in this area as far as I know. Local opposition to any generation or transmission project holds up construction for years. Natural Gas? More gas fired electric generation is one of the reasons the natural gas prices haven't gone down after winter. Last winter was mild, and the prices were still high. Nuclear? Probably not in our lifetime. Too much fear now, but we will have to continue the research, because the oil won't last forever.
