no it's not. there are gaping differences between what Qualcomm is claiming as IPR relative to "all CDMA" standards and what IDCC is clearly claiming. it is in the recognized substance of the claim (as recognized by the international community), not the ability to claim.

you need to make a study of what IDCC owns versus what Qualcomm owns.

call the company, for starters, and discuss these issues with them.
