Thats been the biggest problem. The .gov is so behind the 8-ball that they still measure growth by how many widgets the Rust Belt pumps out each month.

Having said that doesn't make an immediate argument for 200+ P/Es through. Hidden productivity doesn't justify wearenobodyandnowhere.com having a billion dollar market cap when they can't sell many of their own widget-equivalents at their overrated web sites.
