They were Americans who spied for the Soviet Union.

Those were Soviet agents, such as the Rosenbergs.. etc. They were Americans who had betrayed their country while in the employ of an enemy state.

They were NOT russian military officers or members of the KGB, the kind who would have probably been swapped for any of our captured spies and agents. I don't recall from my history any mention of an actual Russian intelligence officer being executed (assassinated maybe.. :0).

It's merely a semantical difference that is understandable.
