IBM has always represented value investment! I rather CPQ and HWP myself.

Invetment in Japan???? I wouldn't dream of it. I went to Tokyo in 1994
to meet with some battery manufactuerers. As impressed as I was with
their capacity, I didn't like the way they do business. They don't
know the art of compromise and the fair play! I learned that first hand.
The lack of elasticity has cost them a great deal, but I wonder they
care. Just take a look at their stock market and politics. It shows
how they run things there.
