Actually, there has to be a petition to resolve a question, and he has to explicitly invoke his infallibility by making it an ex cathedra pronouncement. Otherwise, although he retains exceptional authority, it is not binding on the conscience of the faithful to the same degree, and may be decided differently in the future.........
