Orbcomm (www.orbcomm.net) is a 35+ satellite LEO system that provides data messaging,email, and other low data rate services. They offer a handheld unit, for example, the Magellan GSC 100, that can send and receive short email messages. The system is mostly intended, though, for
industrial applications such as ship, train car and truck tracking. Remote gas and electric meter reading is another market that's expected to develop. (Note that so far Orbcomm has about 250k
ground transceiver systems ordered, mostly for trucks, though they have only installed about 25k due to
various debugging/startup problems. So while it may not be off to a smooth start, indications are that
there is a substantial market for this type of service.)

There are, at least, a couple of other "Little LEO" constellations that have a reasonable
chance of getting launched: Final Analysis (www.finalanalysis.com) with 32+ sats and LeoOne (www.leo1.com).
