But now everyone can see that record tax increase was not only unnecessary but foolish after the GOP Congress imposed fiscal discipline on Clinton and AlGore the Junior, creating, despite the latter's concerted efforts and loud protests, the first balanced budget in a generation. It was not for nothing that the stock market took off after the GOP won control of Congress in November 1994.
