The regulators have been regulating for 100 years but the mm's always find another way and they always will. Don't be fooled into thinking that new legislation will change things a whole lot. If you know how your enemy thinks you may be able to stay one step ahead. There is only ONE WAY to keep your shares from being used by the mm's as a short position, but you probably can't do it online since most programs are automated and will not let you proceed unless you agree.
