AMD did NOT say that this was LIKELY. In fact, the quote YOU provided says only that it is "conceivable" and it "might" happen. Heres the quote:

Greg Favor, a senior fellow at AMD, said that conceivably this might mean that the K7 and Alpha processors would achieve a certain level of compatibility...

My guess is that implementing EV6 exactly the way API and Digital did may have been either 1)expensive or 2)performance-robbing.
