I agree, but the politicians and the media (not to mention some people on SI and Yahoo) seem to be treating it like it's the greatest plan since Marshall (or, perhaps more to its boosters' liking, since the Reagan Administration cut taxes and increased defense spending without regard to the consequences on the US deficit). My point, though, is more short term in nature: with these plans out there, more money will be available to the market theoretically, which should postpone any severe Bear for at least awhile. At least in the market averages, since as you point out, most of it will probably go into a small number of stocks.
