The only way that is going to work is via institutions - checks and balances. If the NRA policy is to bury as many guns, and bullets, and pounds of fertilizer as they can afford, then it walks like a terrorist organization and sounds like a terrorist organization ... Imagine how it will be treated. Just keep thinking "well organized milita" and not vigilante group. (Maybe the National Guard could have some autonomy at the county or regional level)
