Actually he is. He's paying for good portion of it (1/2? I don't recall the specifics).

The new Baseball Park (unrelated to Paul Allen) was paid for primarily by the taxpayer with emphasis on taxpayers that use the surrounding restaurants, hotels, etc. The new Football Stadium which is under construction at this time is partially financed by Paul Allen.
