You would be correct if you had inserted the word big in front of the word business. Big business are big statists. However, what they crave is not as you imply, tax loopholes. Business doesn't pay any tax, the customer pays it. Big business loves regulation, and red tape. Keeps the cost of entry into their markets high and gives them a big advantage over those pesky, but innovative smaller businesses. The sweetest handouts are reserved for business owners.
