I haven't seen signs of double ordering of equipment. Equipment lead times are starting to climb, but not too the extremes usually seen before an over-ordering induced slump.

While double ordering of chips may be occurring, current construction projects in the most shortage-affected sectors (such as flash) are needed to meet current demand, not projected demand. That is, even if flash sales froze at current levels--which no one expects them to do--the current supply would be inadequate.
