What difference does it make if Brazil wants to have GSM companies invest in local wireless networks that will compete with CDMA. Ultimately, market competition is a precondition for economic returns to be generated. It reminds me of the saying, "to the victor goes the spoils."

Why would Brazil not make every effort to support as many licenses per region? That will generate more money from the auctions for 2G and 3G networks. I think the Brazilians are playing the auction game with a lot of savvy. Get all of the cell phone manufacturers to bang on your door.
