Brazil Regulators Select European Frequency for Mobile License

Brasilia, June 21 (Brasilia) -- Brazil's telecommunications regulator selected a
frequency for the country's new mobile phone licenses that follow a model
widely used in Europe, which could be a boost to companies like Siemens AG
and Nokia Oyj.

Telecommunications regulator Anatel said Brazil's new wireless phone
licenses will use the 1.8 Gigahertz frequency, which is used for the GSM
cellular phone standard employed in digital phones in Europe and much of
Asia. The government will auction the new mobile cellular licenses in the
second-half of this year.

Siemens, Nokia and Alcatel SA are seen benefiting from Anatel's decision as
the companies already produce mobile phones and related products ready for
the new frequency. Brazil may also see increased foreign investment from
those companies as they prepare to make products locally to meet growing
demand from mobile phone users.

The number of cellular phone users in Brazil, the world's ninth-biggest
cellular-phone market, will grow to 21.5 million subscribers by the end of 2000
from 15 million subscribers at the end of last year and to 58 million in 2005,
according to Anatel's estimates.

The market for the C-band wireless telephone equipment market in Brazil until
2005 is worth $10 billion, said Ethevaldo Siqueira, a telecommunications
consultant based in Sao Paulo.

Companies like Lucent Technologies Inc. and other North American
companies also offer cellular equipment for GSM, but European companies
are market leaders in the standard.

The 1.8 GHz frequency has a market share of 64 percent world- wide in digital
wireless systems, an Anatel spokesman said.
