Didn't Q, along with some of its Canadian allies, have something going in Sao Paulo, using wireless local loops to replace the ancient wired phone system? And if the 1800 mhz band works with CDMA as well as GSM, what's to prevent someone from putting together a CDMA network, possibly with a chip that maintains some compatibility with the parts of that wave band used by GSM? Furthermore, what's to prevent investors from setting up a CDMA2000 network now, made compatible with GSM but providing a better valued added service for obtaining Internet access?
