I think your mistaken. I believe Korean PCS is also 1800 mhz. I think the issue here is not if CDMA can work in 1800 MHZ, but rather which country it is compatible with for raoming. 1800 makes it raom to europe in GSM or Korea in PCS, 1900 makes it roam to US.

It is quite a simple task to move the center frequency down from 1900 to 1800 Mhz. Q already did this for Korean PCS and it took them like 3 months from start to finish on the Q phone.
