What if a Brazilian company got organized to produce 1800 mhz handsets and infrastructure, in cooperation with the companies with a license to use that waveband? If the price of the equipment was right, wouldn't people just stop using GSM, particularly if the handsets had a chip that could handle both GSM and CDMA?
