I don't know where "D-band" is. My take is this is a license fee maximizing decision for Brazil. European backed GSM operators will bid a fortune to get into the Brazilian market and a beachhead in Latin America. Then they hope to get European UMTS size license fees from an IMT-2000 auction. All those billions going into government coffers in Europe for UMTS licenses may have turned their heads.
