Anatels decision in Brazil is only a Government decision. This decision will now put GSM to a market test. Will a commercial organization buy the spectrum and build a GSM network is the real question. Should be interesting to watch.

GSM networks going head to head with CDMA networks have so far not worked. Omnitel, a GSM operator in New york is a prime example. which had to be bailed out by anonymous European investors a few times.
