I presume the "non-vote" population are those stock holders who don't respond to their proxy materials. There must be a lot of people with 100 shares who figure their vote won't make any difference anyhow, and who don't bother to return the proxy. I must admit it's rare for me to return proxy materials -- only when there's some issue of particular interest.

Unlike political elections (in which I do participate), if I don't like how a company is run I can sell it. If I do like it, then I figure the board doesn't need me telling them what to do.
