The key to a "clean room" is that the designers must have no experience or knowledge of existing solutions, nor may they have any contact with those that do. There is an impenetrable barrier set up around the clean room, and is audited to assure the conditions. They are given a problem and told to find a solution. I understand the solution is considered the IP of the company setting up the clean room. If the solution is the same as someone else's IP, the courts may rule they aren't infringing. Basically an indication that a solution is obvious to an engineer.
JMHO's, of course, and that's why I'm interested that someone with experience respond.
