The problem I see with the debate over education, is that I never see proposals to reform the public schools. The voucher programs
are all designed to fragment the schools systems. The secular private schools around my parts don't seem to call for vouchers, I
think they use high tuition as a selection criteria. It's only the religous schools that want a subsidy.

That's one of the problems, they have been "reforming" schools (essentially successful) for the last 40 years and watching them decline.
We have a "Lemon Law" here for autos that are unable to be "fixed" after repeated visits to the dealer. We get our money back and buy another car that is worthy of a guarantee. Education is just another "product" or "service" and if it's found defective you want reparations or the reasonable choice of vouchers. You said you moved to give your children a better educational choice or environment. And if you can't move?
