I once had a computer power supply get a little unstable. The symptoms match your description exactly. Twenty minutes and a soldering gun fixed a loose connection between a capacitor and the printed circuit card. I was lucky: once, I could see the problem; and twice, because I didn't make a mess of the repair, since I'm profoundly hardware challenged.

Have you enabled Doctor Watson to help you pinpoint the difficulty?

P.S. Are you writing your BOOTLOG.TXT and checking for faulty system startup(s)?

P.P.S. When your system boots, do you notice any unusual messages displaying before Windows starts? (You may need to set your system to display its activity at boot.)
