That part of the NR sounds particularly "ambitious", as that responsibility falls within IETF jurisdiction (disclaimer, I going from memory so my post here may be subject to correction and revision, LOL).

I am assuming that by referring to "Internet 2.0" they actually mean IPNG or IPv6.

Here's a link which explains the technology involved in scanning for sniffers on your ethernet-based network. Interesting stuff to see how it works at the protocol level.
